14 TH ANNUAL MEMBERSHIP MEETING

Directors: Present: Manuel, Peltier, Uglem, Wheeler, Tollefson

Directors Absent: Ostbye, Stueness

  1. Called to order at 8:00 AM and recessed until 9:00 AM. Election polls opened at 8:00 AM. Literature distributed: 2009 Annual Meeting Agenda, 2008 Annual Meeting Minutes, 2008 Financial Report, 2010 Budget Proposal, PGOLID Annual Meeting Rules, 2009 Annual Report, Candidate Information, Handouts from Moriya Rufer
  2. Pledge of Allegiance
  3. Election of Annual Meeting Chair: Peltier moved and Manuel seconded the motion that Uglem be named chair of the meeting. The motion passed unanimously.
  4. Appointment of Parliamentarian and Secretary: Motion made, seconded and passed that Millie McLeod act as Parliamentarian and Lisa Wheeler serve as Secretary.
  5. Appointment of Election Board: Millie McLeod, Mary Swanson, Heidi Berg and Michelle Sletten
  6. Discussion and Approval of the Annual Meeting Agenda: Rocky Swanson moved the Agenda be approved as presented, Dave Majkrzak seconded the motion and the membership passed it
  7. Discussion and Approval of the Annual Meeting Rules: Roald Lund moved that the Rules be accepted, Dave Majkrzak seconded the motion and it was passed by the membership.
  8. Preliminary Report of Election Board: The Election Board announced that the polls would close at 9:30 AM.
  9. Election of Directors:
    1. Explanation of voting procedures
    2. Nominations on printed ballots: three
    3. Nominations from floor: zero
    4. Nominee statements: Gary Hart, Jeff Peltier and Nick Valentine
    5. Motion to cease nominations was made by Roald Lund and seconded by Gary Hart. The motion passed.
  10. Approval of the 2007 Annual Meeting Minutes: The Minutes as prepared were approved.
  11. Lake Coordinator Report: Moriya Rufer reported on water clarity, the shoreline habitat grants, invasive species education, curly leaf pondweed and flowering rush.
  12. Pest Control Report: Jeff Peltier reported that Clark Mosquito Control was spraying for mosquitos every week and that the price was protected through 2011.
  13. Public Access Report: Jeff Peltier reported that the District continued the inspection of boats at the public accesses. In the year 2007, 1268 inspections were completed.
  14. Curly Leaf Pondweed Report: Denny Tollefson reported that there has been a 95 % reduction in curly leaf pondweed in the areas that had been treated.
  15. Treasurer's Report: Fred Manuel presented the December 31, 2007 income and expense summary along with the income and expense summary from January 1, 2008 to July 31, 2008. The proposed budget for 2009 was then reviewed and discussed. Fred Manuel moved that the 2009 budget as proposed be adopted. Charles Kvare seconded this motion and the membership passed the motion.
  16. Old Business: None
  17. New Business: Peltier reported that the left embankment of the Pelican River Dam is failing. It is anticipated that the center island will be washed out in approximately five years. Since the DNR owns this dam they are responsible for its upkeep and repair. Presently this dam is not a concern for the DNR nor does the DNR have the funds to undertake the repair. A cost sharing arrangement is being explored. Duemeland moved to allocate up to $60,000 towards the repair of the dam to be included in the 2010 budget. Haakenstad seconded the motion. Discussion followed and Deuemland withdrew his motion. Dave Mjakzrak then moved that an advisory committee be created to study the dam issue. Haakenstad seconded his motion and it passed. Brad Olson then moved that the Board be better prepared for the 2009 annual meeting. The motion failed for lack of the second.
  18. Election Results: Gary Hart, Jeff Peltier and Nick Valentine were elected to the Board.
  19. Skip Duemeland, Fred Manuel and Brent Jenkins were thanked for their work and efforts on behalf of the Improvement District.
  20. The meeting was adjourned at 10:50 AM.
